PUBLIC HEARING
Minutes of a Public Hearing held Tuesday, May 19, 2009, 7:30 p.m. at city hall.
Members present at roll call: Cusack, Grinnell, Kapustka, Miller, Stanton, Tasker and Herald. Absent: none
Mayor Herald presided and led the Pledge of Allegiance.
Finance Chairman Tasker presented the 2009-2010 balanced budget and answered question from citizens and council. The recommended millage rate of 17.2017 would generate 419,943.79 in tax revenue for the general fund. Motion to adjourn at 7:40 p.m. by Stanton seconded by Grinnell. Motion carried.

REGULAR MEETING
Minutes of a regular meeting held Tuesday, May 19, 2009, 7:40 p.m. at city hall.
Members present at roll call: Cusack, Grinnell, Kapustka, Miller, Stanton, Tasker and Herald Absent: none
Mayor Herald presided. Motion to accept the minutes of the April 21 meeting as presented. Motion carried.
Motion by Stanton seconded by Grinnell to approve the bills as presented.
Motion carried. After review and recommendation by the Planning Committee, Cusack seconded by Kapustka moved to approve a variance for a sidewalk café allowing 3 outside tables submitted by Ben Adkins. The property is located at 202 W. Main St. and would require an annual permit issued by the MDOT before opening. Motion carried.
Lisa Gallagher, Girl Scout Troop 2081, requested permission for her troop to clean-up and beautify Haradine and Fort Frontier Park this summer. Plans and drawings will be presented to Administrator Borden for approval.
Christmas Decorations for next year on Main Street was turned over to the Sidewalk and Street Committee for further study and recommendation. After first holding a public hearing, Motion by Tasker seconded by Miller to pass:
Resolution #4-2009
Council resolved to set the 2009-2010 millage rate at 17.2017, the tax rate allowable with holding a public hearing and generating $$419,943.79 in revenue for General Operations purposes so stated in the budget. Ayes: six (6), Nays: zero (0), Abstaining: zero (0) and Absent: zero (0).
Motion by Stanton seconded by Kapustka to pass:
Resolution #5-2009
Council resolved to adopt the Budget at a functional level for Fiscal year 7/1/2009 through 6/30/2010 as such budget was reviewed at a public hearing conducted on May 19, 2009 at 7:30 p.m. The balanced budget would generate revenue of $640,000 and be available for inspection at city hall. Ayes: six (6), Nays: zero (0), Abstaining: zero (0) and Absent: zero (0)
Council asked Fire Chief Kipp to further research the costs and options for repair of Pumper #2 and report back next month.. Police Chief Hilliker is working with bids for a new police car and paperwork for a grant to pay 25% of the cost for new equipment on the car. Also Hilliker is working with the police committee and the lawyer to finish policies for the department. DPW Director Curtis updated the council on sweeping the city streets, skate park completion, and painting the street curbs. Administrator Borden reported the hiring of Bonnie Schafer as of June 1 to replace Comptroller Janet Kelly who is retiring. Also Rowe Professional Service was hired to administer the Street Assessment Plan for the city at a cost of $2900.
Motion by Grinnell seconded by Miller to adjourn at 8:55 p.m. to meet again for a regular meeting on June 16, 7:30 p.m. at city hall.
