Action Items:
1. Approved the minutes and bills of the August 18 meeting.
2. Approved Resolution #10-2009 replacing retired Fred Brown and Janet Kelly with Mark Borden and Bonnie Schafer in an agreement to apply to use M-57 for parades and permits.
3. Approved a credit card application to allow for online purchases by City Administrator provided monthly reports of expenditures are submitted to Council.
4. Approved Borden’s enrollment in a 15-month accredited Certified Public Manager program at Saginaw Valley State University with a stipulation of prorated payback upon resignation or termination. Participation will be mostly online with six days required at the university.
Discussion Items:
1. Police Chief Hilliker was absent.
2. Fire Chief Dan Kipp reported on mutual aid to Crystal and Perrinton, and fire incidences for the month. Chief Kipp introduced Asst. Chief Andy Haradine to present his results of the CC Fire Department historical project. With research and donations from firefighters flower fund, the department is recognizing all former members dating back to 1912. Of the 169 names identified (past and present members), grave markers have been placed for 40. Another 39 gravesites have been located, and the department is working towards recognizing those sites. There are approximately another 40 gravesites to identify. Haradine has placed a book with this historical information at City Hall, CC, Crystal, and Hubbardston Libraries, and Sylvia Martin who helped tremendously with the project. Plans are to fly U.S. flags at the gravesites on Memorial Day and during October, fire safety month. Mayor Herald and Council expressed their appreciation for Haradine’s efforts to preserve city history in this manner.
3. DPW Director Dan Curtis reported of recent water hydrant flushing and water main break on Division/Sherman streets.
4. Administrator Mark Borden reported on the update of street paving this week. Satisfactory progress is being made for the identified streets and the alley between the North Williams and North West Streets. Borden also noted discussions with a family expressing a desire to make a $10,000 donation toward construction of restroom facilities at Grove Park. Though not a 2009 project and with some uncertainty of the costs of running utility lines, Borden stated this figure may work for the project. Recognition plans are for the family name to be added to the Grove Park pavilion rather than the restroom building. The project’s further development was referred to the Parks Committee. Councilman Russ Stanton informed the council that prior to the October meeting, new street signs should be in place at the middle/high school corner of First and Sherman Streets, and also at the intersection of Mercantile and Pine. The latter site was chosen as it gives an example of the longest and shortest street names in the city.
5. A brief presentation was given from Steve Parker of Rowe Professional Services thanking the city for the recent job of the street assessment management plan, and offered to assist the city with seeking grants for municipal projects.
6. Councilman Bruce Tasker submitted a compiled library report from the library committee giving statistics of book checkouts for 2008/09.
7. Council accepted the hiring of assessor firm CSZ Services based in St. Johns.
